A 2005 memo outlines the needs of a new community building including expansion of the fitness center, consolidation of OVA offices, additional meeting rooms, storage facilities and expanded library and technology spaces. The needs outlined bear a striking similarity to subsequent Central Complex efforts.

After selecting a professional architecture firm (from among over half a dozen considered) in 2005 and through much deliberation and effort, plans emerged to significantly enlarge the capacity and expand the facility. Throughout 2006, the committee assessed this information, considering functionality, costs, and alternatives.
