Not all stakeholders supported the originally envisioned concept, and in early 2007 a newly formed “Central Design Committee” recommended moving forward with a “significantly smaller Central Project.” This reduced design was finalized in mid-2007 (to what is essentially the configuration of the current Central Activity Center). The final accepted plan greatly improved upon the original buildings, adding a central lobby, limited access, defined space for the library, cards, crafts and fitness. Although it added roughly 5000 ft2 the OVA Administrative offices and an exercise room were omitted. Construction for the CAC commenced in mid-2008 and was completed about a year later, in 2009. A loan for $3 million (in 2008 dollars) and funds from impact fees and both lump-sum and dues-based member contributions.
